Grant Management

This page contains information about managing open UASI Grants.

The Houston UAWG Charter provides the guiding principles for the UASI implementation in the Houston Urban Area.

Change Requests:
Special instructions for FY2015 Change Requests (as of 9/27/2017)

Change requests on open grants can be a multi-step process, depending on the amount of money that needs to be moved and to where.

  1. For those project changes within a project at $25K or under, the change request process in eGrants SHOULD be sufficient, unless the change is outside the original scope of the project. If there is a significant enough scope change, staff may ask for a change request form to be completed to go through additional channels (committee and Executive Committee) to ensure transparency. All other changes require use of the UASI project change request form..

  1. Reallocation windows for project-to-project changes:

Please note that the state has advised that project-to-project changes can only be processed (currently) twice annually. You can deobligate funds at any time, but we can only submit reallocation plans (in the form of our change request forms for now) on December 31 and June 30 where we can add funds to a project. This is significantly different than the process in SPARS, and will require more planning, time, and significant reviews at the state level to get these completed. If you have a project-to-project change to be completed with the next cycle, please submit the change request no later than November 8, 2017 to make sure it can get through our committee process in time for the state’s reallocation window.
