2019 / 2020 Regional Catastrophic Preparedness Grant Program Overview
In 2019, the Federal Emergency Management Agency (FEMA) announced the return of the Regional Catastrophic Preparedness Grant Program (RCPGP). The Houston-Galveston Area Council (H-GAC) region was awarded both FY19 and FY20 grants. These grants cover 2 planners and contractor support to help the region build out the implementation of Community Lifelines. FY19 funding is awarded to focus on the food, water and shelter lifeline with a focus on the Logistics and Supply Chain Management core capability. FY20 funding is in the health and medical lifeline with a focus on the Public Health, Healthcare and EMS; Fatality Management and; Logistics and Supply Chain Management core capabilities.
Community Lifelines focus on reframing an incident to focus response efforts toward a stabilization target that will meet the needs of the community and thus stabilizing the lifeline services. By using this model it helps in identification of root causes and interdependencies; objective prioritization; uniform response efforts; and vertical (local, state and federal) and horizontal (cross jurisdictional and cross functional) ease of communication.
